What is this game?
This game is called Blackjack or 21. It's a popular casino game around the world. It's a banking game in which the aim of the player is to achieve a hand whose points total nearer to 21 than the banker's hand, but without exceeding 21.
How to play?
Before any cards are dealt the Player must place a wager. The player will then be dealt two cards face up; the Dealer will also be dealt two cards but only one card will be placed face up, the other will be placed face down. The Player must now decide whether to take another card (hit), or to stick with the cards they have. Once Players have decided on their play, the Dealer will only then decide how to play their hand. The goal of twenty one is simple; beat the house`s combination by acquiring a combined card count of 21 or under. Aces are valued as either 1 or eleven, picture cards Kings, Queens and Jacks have a card count of ten, and all cards are given their numeric face value, i.e. 5 is valued as 5 points, 3 is valued at 3 points etc. If the Players total goes over 21, the Player loses the amount wagered.

Surrender
If you have a bad hand compared to the dealer's hand (judging from what you can see of it) you can give up the hand and reclaim half your bet. The casino keeps the other half uncontested. You need a really bad hand match-up for a surrender to be profitable, such as 16 vs the dealer showing a 10.

Doubling Down
If you're fairly sure that your hand will beat the dealer's, you can double your original bet. You may double down on any hand. When you've chosen to double down, you'll only get one more card from the dealer.

Splitting
When you get two starting cards of the same face value, you have the option to split the hand in two. You place another bet of the same size as the original bet and play on with two hands. (Note that it is legal to split 10-point cards even if they do not form a pair - for example you could split a jack and a king.)
When you've decided to split a hand, the dealer immediately deals a second card to each hand. When you're done splitting, each of your hands will be treated separately, meaning that you will take cards to your first hand until you stand or bust, and then carry on with the next hand.
Even if the second card dealt to a split ace is a 10-point card you do receive the blackjack bonus for this hand.

Then, convert characters from Hexadecimal to Decimal in sets by two. If decimal result finish with digit between 0-207, then this digit represents one card. Each card has its own number. List of cards and their assigned numbers can be found here. If the number is picked twice, or if it's higher than 207, then the step is skipped.
